After dismissing him on 11 July 1789, Louis XVI had to recall Necker on the 16th of the same month and named him Prime Minister of Finance. Necker quickly made himself an opponent of the Constituent Assembly, in particular against Mirabeau. MEPs rejected Necker’s financial proposals, based on his traditional methods of anticipation and borrowing, while Necker opposed the deficit’s financing through the issuance of subpoenas.

On this document, Necker acknowledges the appointment of Louis Warenghien de Flory (1741-1824) as the King’s commissioner to the Northern Department on 23 July 1790.
